This NPC is the "Diplomatic Envoy" and may be used to change between one Nation and another when this system is in effect. Exiling is free, may award honor or other gifts, and will give the person the "Immigrant" title.
The Exile is permanent and you must either purchase an Exile to change nations again or use the Diplomatic Envoy system again at a later date.
When used, the person is automatically teleported to their new nation and given citizenship.
